The participants of the pilot project were involved in work through employment centers. The participants had to fill out a questionnaire. Further, employment centers facilitated the employment, including getting new jobs.

Individuals who do not meet the criteria set out in the questionnaire may be involved in a pilot project with the aim to receive employment promotion services, including new jobs, and opportunities to participate in community works.

Interest-free financial assistance was provided for the organization of business activities on a repayable basis.
More than 5.5 thousand unemployed able-bodied persons from low-income families and internally displaced people became participants of the project in the pilot areas of Kharkiv, Lviv and Poltava regions, as well as in three communities of Donetsk, Zhytomyr and Chernihiv regions.

The experience of the project was used in the preparation of legislative proposals pertinent to the amendments to the Draft Law of Ukraine "On Amendments to some Legislative Acts of Ukraine" (Registration № 2494, dated 25.11.2019), considered by the Supreme Council of Ukraine and adopted as a basis in the first reading on January 14, 2020.
